  17. <p>    Talks between the Marxist rebels and the centrist
  18. government of former President Jose Napoleon Duarte went
  19. nowhere, largely because El Salvador's powerful conservatives
  20. and their military allies acted as a brake. But now that the
  21. right-wing government of Alfredo Cristiani is firmly in power,
  22. leaders of the Farabundo Marti National Liberation Front
  23. (F.M.L.N.) seem to believe they can negotiate a settlement of
  24. the civil war that will stick. Dropping a list of preconditions,
  25. the F.M.L.N. agreed to resume talks this week in Mexico. The
  26. nine-year war has claimed some 70,000 lives, and the guerrillas
  27. long ago concluded they could not defeat the Salvadoran army and
  28. its U.S. backers.
  29. </p>
  30. <p>    What the F.M.L.N. wants is participation with security
  31. guarantees in future elections. The government will probably
  32. counter with an offer of amnesty for those who lay down their
  33. arms.
  34. </p>
  35. <p>    Whether this gap can be bridged is uncertain. To improve
  36. the atmosphere, the F.M.L.N. announced that it was suspending
  37. its use of land mines and economic sabotage.
